Can Ethiopia Become the Medical Tourism Mecca of Africa Despite its Struggling Health System?
Ethiopia has set its sights on becoming a leading medical tourism destination in Africa, despite facing challenges within its own healthcare system. The country is investing $400 million in the construction of the Roha Medical Campus, a state-of-the-art hospital complex, which is expected to open next year. While this ambitious plan has garnered both support and criticism, Ethiopia is hopeful that it can attract patients from across the continent, reducing the need for medical travel to Western countries.
The Potential of Medical Tourism in Africa
Africans currently spend more than $5 billion annually on medical treatment abroad, as healthcare services on the continent may not always meet their needs. Non-communicable diseases, such as cancer, diabetes, and hypertension, are on the rise, and patients are seeking advanced medical treatment. Ethiopia alone spends an estimated $500 million on medical tourism, according to a health ministry report.
The Roha Medical Campus: A Game-Changer for Ethiopia
Backed by U.S. investors, the Roha Medical Campus is being constructed near Addis Ababa’s Bole Airport, a major air transit hub in Africa. Ethiopian Airlines, with its extensive network of destinations, has contributed to the city’s popularity as a layover point. The aim is to attract patients who would typically travel to the West or countries like Turkey or India for medical treatment.
Lia Tadesse, the former Minister of Health, has been a strong advocate for the project, believing that it can reduce Ethiopia’s dependence on foreign medical services, conserve foreign exchange, and create a new market for the country. The government has shown support by providing 28 hectares of land for the construction, through the Addis Ababa city administration.
Challenges and Criticisms
While the Roha Medical Campus holds promise, there are concerns about its viability given Ethiopia’s struggling health system. The country has faced significant challenges in providing adequate healthcare services, including limited resources, infrastructure deficits, and a shortage of trained medical professionals. Critics argue that focusing on medical tourism may divert attention and resources away from addressing these pressing issues.

Welela Haileselassie, the general manager of the Roha Medical Campus, envisions the center as a destination for patients traveling to neighboring countries via Ethiopian Airlines. The goal is to provide high-quality and reliable medical services, catering to both local and international patients. The success of the project could not only position Ethiopia as a medical tourism mecca but also stimulate growth in the healthcare sector and contribute to the country’s economy.
